ICT Business Analyst – Consultant (Expert)
For a leading public-sector organization in Flanders, we are looking for an experienced ICT Business Analyst (Expert) to support digital transformation and innovation initiatives with strong societal impact.
Location: Brussels (Herman Teirlinck Building)
Onsite policy: Minimum 1 day per week onsite, remainder hybrid
Role & Responsibilities
As an ICT Business Analyst, you will analyze and optimize business processes across one or more domains and translate business needs into effective digital solutions. You act as the key link between business and IT.
* Analyze business processes, needs and opportunities for digital solutions (functional & process level)
* Collaborate closely with business Product Owners, subject-matter experts, end users and IT teams
* Design IT solutions from business process analysis to functional specifications
* Act as Proxy Product Owner, translating business needs into a clear product backlog and ready user stories
* Lead workshops, create user story maps and write detailed user stories
* Work in an innovation-driven environment focused on digital services and smart solutions
* Contribute to solutions based on data, IoT, AI and machine learning
* Develop prototypes, test them thoroughly and guide them towards production-ready implementations
Must-have qualifications
* Minimum 6 years of proven experience as a Business Analyst
* Minimum 6 years of experience translating functional business requirements into technical components (e.g. Azure and/or AWS components, data warehouse principles, databases, development languages)
* Minimum 6 years of experience creating work packages within an agile project management methodology
* Minimum 8 years of experience in general business operations applied to ICT
* Proven experience with Business Process Management (BPM)
* Native-level Dutch, CEFR level C2 (mandatory)
Nice-to-have qualifications
* Experience with SQL and NoSQL databases
* Experience with complex geospatial data (GIS)
* Experience in domain and process modelling using industry standards
* Experience with Enterprise Architect or equivalent modelling tools
* Experience working in both Prince2 (waterfall) and SCRUM (agile) environments
* Knowledge of green management domains (fauna & flora)
* Strong stakeholder management skills
* Knowledge of project management aspects (planning, coordination, cost, timing, estimations)
