TasksBased on documents and concepts developed by the Supply Chain Directorate (e.G. Business Plan, Strategic Document, and Supply Chain "Story for Change"), the objective is to consolidate and formalize a common reference framework to support the transformation and alignment of all stakeholders.Main ResponsibilitiesPragmatically and concretely define the Target Operating Model (TOM) of the Supply Chain Directorate by formalizing it in a concise, clear, and accessible way, supported by practical use cases to reduce interpretation differences and allow employees to explain the TOM autonomously and consistently within approximately ten minutes.Define and document the guiding principles of the Supply Chain Directorate, including:balance between stock levels and availability,management of critical items,collaboration with customers and partners,and management of obsolete/black stock.Highlight the Supply Chain Directorate's value and service model.Describe the end-to-end supply chain flows.Identify and define key roles within the logistics architecture.Include stock management policies and guiding principles.Document interactions with customers and partners, specifying responsibilities and mutual expectations.Translate the TOM into a high-level end-to-end supply chain process (without detailed process maps, but focusing on major steps, responsibilities, and key interfaces).Formalize a minimum level of alignment with Infrabel partners regarding key supply conditions such as stock levels and associated baseline rules.Integrate and highlight the enablers identified in the business plan that are required from customers and partners to make the operating model effective and sustainable.Emphasize the structural need for recurring availability of resources and time commitment from customers and partners as a key success factor for the TOM.Collaboration ResponsibilitiesOptimize available inputs through effective collaboration:With Management (top-down approach), while taking into account and maximizing their availability.With the E2E Process Improvement team, to ensure a clear, coherent, and aligned definition of end-to-end processes and support knowledge transfer.More broadly with the Transformation Office team, which facilitates the transformation of the directorate.Must-Have RequirementsSignificant experience in drafting and implementing Target Operating Models (TOM)Minimum 10 years of experience in project management (including planning methodologies/tools, execution, and follow-up)Background and experience in change management during transformation programsMinimum 15 years of experience in supply chain managementKnowledge of project methodologiesKnowledge of project management principles and Lean & Agile methodologiesProject management certification is considered a plus (e.G. PMP or Prince2)Soft Skills & CompetenciesStrong interpersonal skills and ability to inspire trustActive listening skills with the ability to identify stakeholder needsExcellent communication skills from operational to executive management levelStrong synthesis and structuring capabilities, with the ability to formalize messages clearly, concisely, and visually attractively through high-quality deliverablesPragmatic approach rooted in operational reality and concrete situationsStrong sense of ownership and accountability, while remaining open to feedback and adaptableStrong analytical and conceptual thinking abilities, capable of translating complex issues into clear and coherent analysesExperience in process analysis and governance design to define clear and operational structures and responsibilitiesAbility to interact effectively with a wide range of stakeholders and facilitate meetings/workshops while balancing divergent interests and viewpointsClear and persuasive verbal and written communication adapted to audience and contextAbility to provide a structured framework and gain stakeholder buy-in through a clear methodologyChange- and implementation-oriented mindset, ensuring effective and sustainable executionLanguagesFluent spoken and written Dutch and FrenchAdditional Experience RequirementsAt least 10 years of experience managing complex multi-stakeholder projects and programsAt least one fully completed complex TOM project (from definition to final delivery) delivered successfully to the satisfaction of both the client and organizationAt least 5 continuous years of experience in a large company (minimum 1,000 employees) within an asset-intensive sector (e.G. rail, energy, logistics)
