IMS (International Media Support) invites interested and qualified consultants to submit proposals for the assignment described in this Request for Tender (RFT). International Media Support (IMS) implements the Ukraine Media Information Integrity and Democracy Programme (U-MIIND), a strategic initiative designed to safeguard democratic resilience and social cohesion in Ukraine’s information space. At a time when disinformation and political influence threaten independent journalism, U-MIIND works to ensure that the Ukrainian population has access to reliable, fact‑based information and can make informed decisions on issues of public interest.
The programme focuses on strengthening the viability and capacity of independent media, supporting collaborative prebunking initiatives, and deploying advanced monitoring systems to counter malign information operations. Guided by OECD principles on societal resilience and IMS’s “Do No Harm” approach, U-MIIND promotes inclusive solutions, sustainable business models, and alignment with European standards to foster a pluralistic and resilient media environment.
Key Responsibilities
* Strategic advice is provided to IMS that will shape and guide U-MIIND programme in the most impactful manner, in line with the most advanced practices of building up societal resilience;
* Strategic and editorial guidance is provided to U‑MIIND partners to strengthen audience‑focused, resilience‑building content approaches and editorial decision‑making;
* Capacity building services are provided to U-MIIND programme partners and grantees;
* Participation in the U-MIIND programme team meetings, events, programme assessment exercises; contribution to the U-MIIND programme reporting;
* Further duties listed in the attached Terms Of Reference (ToR)
Candidate Profile
* Advanced University degree in law, economics, public policy, media studies, or a related field.
* At least 10 years of professional experience in media development.
* Demonstrated experience conducting market and regulatory analysis and producing policy‑oriented recommendations.
* Strong understanding of EU media and competition frameworks and freedom of expression standards.
* Excellent analytical, drafting, and stakeholder engagement skills.
* Excellent communication skills in English.
Timing & Duration
IMS aims to conclude the tender process by 7th June 2026 with the intention to sign a contract with the selected consultant shortly thereafter. The initial contract will run until 31st December 2026 with the possibility of extension based on programme needs and mutual agreement.
The contract may be subject to prolongation, if deemed necessary to fulfil the objectives of the assignment. IMS and the Supplier will negotiate the conditions of any such prolongation.
