Role: IT Project Manager
Languages: French & Dutch
Work mode: Onsite
Objective:
* To ensure coordination, planning and follow-up of multiple projects within the Arizona Reforms program;
* Bridging the gap between different business and IT teams in translating new legislation into operational reality;
* Ensure coherent reporting at the domain and programme level;
* Manage and support the project teams involved in achieving their objectives;
* Monitoring the scope, timing and resources of ongoing and new projects;
* Facilitate smooth decision-making with the project/domain/program steering groups and the program manager.
* Coordinating change management for employees and citizens.
* All this with the ultimate goal of achieving the timely implementation of the new legislation.
Accountability Need
* The scale, complexity and legal deadlines of the reforms require strong project management;
* The transversal nature of the projects requires cross-domain coordination;
* Lack of availability of internal project managers with sufficient experience with projects of this scale;
* Need to de-duplicate the role of analyst/project manager, allowing internal staff to focus on analysis/expertise and external staff on project management.
Role and responsibilities
FINANCIAL:
* Reporting on the financial follow-up of the activities
* Reporting on allocated/available annual budgets
* Resource planning and forecasting
HR:
* (non-hierarchical) Management of the project team and follow-up of those responsible for the sub-projects;
* Planning the required HR resources in relation to the scope of the project;
* Ensure clear division of tasks, responsibilities and competencies within the teams and domains;
* Knowledge/experience transfer to internal project managers to strengthen project management capabilities within the FPD in the long term.
OPERATIONAL MANAGEMENT:
* Following the project management processes in force within the FPD and using the official reporting channels;
* Identify the processes and procedures to be followed and ensure they are adhered to;
* For example: The "administrative" procedures for accessing data flows.
* Integration of change management ;
* For example: The impact of the reforms on pension consultants/file managers.
* Establish a sustainable and reproducible way of working and collaborating, as the future will bring even more pension reforms;
* Manage scope to respect available HR and financial resources by defining priorities and, if necessary, identifying bottlenecks and proposing alternatives.
Skills:
* Proven experience with project management in complex and policy-sensitive contexts:
