This role combines strategic ICT leadership with deep hands-on technical ownership in a highly regulated, mission-critical environment. You will govern, coordinate, and steer multiple ICT transformation initiatives while remaining directly involved in architecture, technology choices, and complex implementations. The position requires strong alignment between business objectives, regulatory constraints, and long-term modernization goals.
Key Responsibilities
Provide ICT governance and strategic oversight across multiple concurrent projects
Lead and manage a multidisciplinary ICT team with full operational responsibility
Drive large-scale modernization initiatives, including legacy application migrations and platform evolution
Take ownership of architectural decisions, detailed design, and key technology choices
Act as a strategic ICT advisor to senior management
Identify and drive innovation opportunities across applications, data, and infrastructure
What are we looking for?
You have 25+ years of experience in ICT projects and application development
You bring 10+ years of experience leading and managing multidisciplinary ICT teams
You hold a Master's degree in Computer Science or equivalent
You possess a valid PRINCE2 certification for project management
You have expert-level experience with PowerBuilder, Java, JavaScript, Angular, and REST-based architectures
You have expert knowledge of PostgreSQL, Informix, SQL, and relational database modeling
You have proven expertise with Alfresco and CMIS for document management platforms
You have strong experience delivering secure web applications integrated with national e-government platforms
You are fluent in French, Dutch, and English (active knowledge)
Nice to Haves
Certification in Oracle Database Administration
Expertise in Business Intelligence and KPI development using Qlik Sense
Experience with Docker-based containerization and virtualized environments
Strong background in Linux environments (Red Hat, Rocky)
Experience modernizing mobile-first and responsive eGovernment applications
