DESCRIPTION OF THE TASKS
• Lead the team and services provided by the Learning, Information and Knowledge
Management Support team, (LINKS).
• Provide strategic direction and coordination for all LINKS activities, ensuring alignment with
the broader objectives of the INTPA-R5 Unit, with DG INTPA and the needs of users of IT
systems in Delegations and HQ.
• Lead the planning, organisation, and delivery of learning, coaching, information, and
knowledge provision services for internal users.
• Define and implement methodologies and approaches for structured training programmes
(virtual and onsite), tailor made direct coaching, user support, and competence-building
initiatives across the IT ecosystem.
• Oversee the creation, maintenance, and dissemination of up-to-date, user-friendly knowledge
bases and learning materials (e-learning, quick guides, knowledge base articles, etc.).
• Drive awareness and engagement through tailored communication strategies, live
demonstrations, information sessions, and collaboration with stakeholders across external
action DGs.
• Ensure quality and consistency in all outputs produced by the team, applying best practices
in instructional design, knowledge management, and digital learning.
• Coordinate the LINKS team activities using project and task management tools (e.g. Jira,
Confluence), and provide regular reporting on progress, risks, and outcomes.
• Evaluate the effectiveness and impact of LINKS services through feedback mechanisms and
performance indicators and implement continuous improvements.
• Represent the LINKS service in internal meetings, working groups, and with key stakeholders
to promote knowledge-sharing and digital competence development.
• Manage internal resources and coordinate with external contractors, trainers, or experts, as
needed, to deliver high-quality outputs.
• Maintain alignment of LINKS activities with the agile development process and ensure
responsiveness to evolving system functionalities and user needs.
• Provide leadership, coaching, and mentoring to LINKS team members, fostering a
collaborative and growth-oriented working environment.
KNOWLEDGE AND SKILLS
• Good knowledge of project management standards and methodologies.
• Good knowledge of information systems matters.
• Experience in the management of large-scale services on information and content access,
documentation and knowledge bases for large communities of users.
• Experience in the development and implementation of information, content, documentation and knowledge management strategies and maintaining collaborative knowledge-sharing platforms (e.g. Wikis).
• Experience in the management of large-scale services on IT related information and content training and coaching.
• Proven expertise in training, coaching, and user enablement, including instructional design, learning path development, and adult learning principles, with accompanying documentation and knowledge bases.
• Practical knowledge of Agile methodology
• Practical knowledge of project management methodologies and tools (e.g. JIRA, Confluence),
ideally within an agile framework.
• Strong leadership and coordination skills, with experience managing multidisciplinary teams in
complex institutional environments.
• Knowledge of intervention lifecycle management and public procurement procedures
• Familiarity with large-scale IT systems, preferably in the context of development cooperation and EU institutions.
• Experience working with learning management systems, e-learning authoring tools (e.g. TTKF,
Adobe Captivate), and virtual classroom platforms (e.g. Webex, Teams, Zoom).
• Excellent communication and presentation skills; ability to adapt messages to various audiences (technical, business, end-users).
• Good understanding of the administrative and operational processes of large public organisations.
Specially those of the European Commission external action DGs (DG INTPA, DG MENA, DG
ENEST and the FPI).
• Deep knowledge of local and corporate systems used by the European Commission for contract and project management, including and mainly those of DG INTPA, DG MENA, DG ENEST and the FPI) (e.g. MyWorkplace, OPSYS, CRIS, eProcurement, eGrants, SUMMA, SYGMA, COMPASS).
• Ability to maintain high quality standards and deliver results under pressure, with a service-oriented and user-focused mindset.
• Strong analytical and problem-solving skills; capacity to evaluate learning needs and translate them into actionable training and support plans.
• Experience in managing outsourced services and working with external consultants or providers.
• Commitment to continuous learning and to fostering a culture of knowledge sharing and user
empowerment.
SPECIFIC EXPERTISE
• At least 10 years of specific expertise in PM (experience with PM in the International Cooperation for Development context. Included methodologies for Programme and Project Cycle Management and/or Intervention Cycle Management )
• At least 5 years of experience in the management of large information, content and documentation Knolwdge basers for large communities of users.
• At least 5 years of specific experience with Monitoring & Evaluation tools and methodologies (e.g. Theories of Change, Results Oriented Monitoring) in the International Cooperation for Development context.
• At least 5 years of specific expertise in Agile
• At least 5 years of specific expertise with Atlassian suite, including of both Confluence and Jira; for knowledge bases development and collaboration
• At least 5 years of specific expertise with Captivate or similar software for e-learning
