Organisation

The European Climate, Environment and Infrastructure Executive Agency (CINEA), established in early 2021, is located in Brussels and has a dynamic, dedicated, multinational team of nearly 600 people who are experts in their field.

CINEA's mission is to support the European Commission to deliver the European Green Deal. To achieve this objective, we manage EU funding for projects in the areas of transport, energy, climate action, environment, maritime, fisheries and aquaculture, to the tune of EUR 65 billion over the period. We do this through high-quality programme management that supports European beneficiaries to achieve ground-breaking results for a cleaner and more sustainable future. Projects that are funded cover a broad range of topics including the innovative and clean technologies, greener infrastructures, and measures to improve sustainability.

CINEA closely cooperates with seven Directorates-Generals of the European Commission
(DG Mobility & Transport, DG Energy, DG Research & Innovation, DG Climate Action, DG Environment, DG Maritime Affairs and Fisheries, and DG Regional and Urban Policy)
to manage the following programmes on their behalf:

* The Connecting Europe Facility (CEF): supports high-performing, sustainable and interconnected Trans-European Networks. CINEA manages the fields of Transport and Energy.
* Horizon Europe: the EU's Research and Innovation programme where CINEA manages the programme's cluster dedicated to Climate, Energy and Mobility actions.
* The Innovation Fund: one of the world's largest funding programmes for the demonstration of innovative low-carbon technologies. It focuses on highly innovative clean technologies and big flagship projects that can bring significant emission and greenhouse gas reductions.
* LIFE Programme: entirely dedicated to environmental, climate and clean energy objectives.
* European Maritime, Aquaculture and Fisheries Fund (EMFAF): provides funding to support the Common Fisheries Policy (CFP), the Union's Maritime Policy and the EU's agenda for international ocean governance.
* The EU Renewable Energy Mechanism: supports the achievement of the EU's renewable energy targets by increasing investments in production capacity.
* The Public Sector Loan Facility of the Just Transition Mechanism: A key tool to ensure that the transition towards a climate-neutral economy happens in a fair way, leaving no one behind.

Description of the job

To develop and maintain modern, state of the art Business Intelligence (BI) solutions for the implementation of funding programmes and projects related to the EU Green Deal under the responsibility of the Agency. The Business Intelligence Adviser will work in the Business Intelligence and Reporting Team of unit A1, under the supervision of the Head of Business Intelligence and Reporting, in close cooperation with colleagues within the Agency and the European Commission.

The Agency is undergoing a strategic transition of its data and analytics landscape, moving from a traditional on-premise environment using Oracle and KNIME towards cloud-based solutions on Microsoft Azure, including Azure Data Lake Storage and Azure Synapse Analytics with PySpark pools. The Agency currently uses Qlik Sense as its main Business Intelligence and visualisation tool. The transition to Power BI is under preparation for future reporting and analytics needs. The Business Intelligence Adviser will have the opportunity to remain up to speed with the state of the art of developments in Business Intelligence tools and processes, including GIS, AI-assisted analytics and innovative reporting approaches.

Main duties:

The Business Intelligence Adviser will contribute to the team's work in the areas of implementation of data tools, solutions and management, focusing on Datawarehouse and Business Intelligence solutions for CINEA and its programmes. The mandate includes:

1.Data Warehouse Development

* Contribute to the
development, maintenance and evolution of the Agency's Data Warehouse and cloud data platform
, in line with evolving business needs.
* Design, write, optimise and maintain complex SQL queries and views
to support data integration, transformation, validation and reporting use cases.
* Design, develop, maintain and document
ETL / ELT data pipelines
, including the transition from existing tools (e.g. KNIME, Oracle) towards
Azure-based and PySpark-based solutions
.
* Ensure
data quality, consistency and reliability
, in line with agreed data governance principles, methodologies and standards.
* Follow up IT developments within the Agency and define
requirements for the integration of new or updated source systems
into the Data Warehouse and data lake.
* Apply best practices for
data modelling, performance optimisation and security
in a cloud and hybrid environment.

2.Business Intelligence and Reporting Solutions

* Design, develop and maintain
Business Intelligence and reporting solutions
, primarily using
Power BI
, based on well-structured and performant SQL data models.
* Translate business and policy requirements into
robust, scalable, reusable and user-friendly BI solutions
.
* Document BI solutions and provide
user support and training
to ensure effective use by internal and external stakeholders.
* Coordinate BI development activities, ensuring
alignment between business requirements, data models and technical implementation
.

3.Innovation, AI and Advanced Analytics

* Contribute to the
use of artificial intelligence and advanced analytics
to enhance reporting, insight generation and data quality monitoring.
* Stay up to date with
emerging trends and technologies
in Business Intelligence, data analytics, GIS and AI, and assess their applicability within the Agency.
* Support the responsible use of
AI-assisted analytics and generative AI tools
(e.g. Copilot, ChatGPT-like solutions) in line with institutional guidelines.

4.Coordination and Collaboration

* Coordinate technical activities within BI projects, working closely with data engineers, BI developers, business analysts and IT colleagues.
* Act as a
technical point of reference
, particularly on
SQL-based data modelling and reporting logic
.
* Liaise with stakeholders across the Agency and the European Commission to ensure a
shared understanding of data definitions, indicators and reporting outputs
.

Eligibility criteria

The candidates must have:

* successfully passed a CAST in the function group for which you are applying OR be registered in a CAST Permanent Call for Expression of Interest in function group FGIV ** by the deadline for application of the current vacancy;

* a level of education which corresponds to completed university studies of at least three years attested by a diploma OR, when in a member state of the European Union access to a profession of an equivalent level to function group IV is by State examination, professional training or any other equivalent procedure, the authority authorised to conclude contract of employment may agree to recognize this qualification as being equivalent to a university degree;

* thorough knowledge of one of the languages of the Communities and a satisfactory knowledge of another EU language to the extent necessary to perform duties.

B. Selection criteria

Essential:

* At least 3 years of professional experience with the design, implementation and analysis/interpretationof data in data warehouses and analytical data platforms.
* At least 2 years of professional experience in cloud-based data platforms (e.g. Microsoft Azure, Azure Synapse Analytics, Data Lake architectures).
* At least 2 years of professional experience with the design, implementation and maintenance of Business Intelligence solutions such as dashboards in Power BI or Qlik Sense.
* Good command of English (written and oral), C1.

Advantageous:

* Experience in corporate data warehouses of the European Commission such as eGrants Data Store or SUMMA Datawarehouse.
* Experience with or exposure to artificial intelligence and advanced analytics in a Business Intelligence or data analytics context, including AI-assisted analytics, large language models and Retrieval-Augmented Generation (RAG).
* Project management qualifications and experience.
* Experience in open-source data platforms and IT architecture.

Personal qualities essential for the position (evaluated during the interview):

* High degree of organisational skills and ability to work under pressure;
* Good interpersonal and communication skills;
* Proven ability to work as a team member;
* Ability to appreciate and follow priorities.

After having been preselected by the Selection Committee, the Agency will invite for an interview the best candidates that have successfully passed an EPSO CAST in the relevant function group, with a maximum of 15 candidates invited to the interview.
