Overview
The Office of Financial Control (OFC) manages financial and budgetary control systems for NATO entities, primarily the NATO International Staff and its civil budget. The incumbent leads the Accounting Service, ensuring the Organization’s financial integrity, manages financial and accounting transactions of the Civil Budget and other NATO budgets, and develops accounting policies and procedures.
Responsibilities
Project Management: Direct, coordinate, and oversee multiple accounting and finance-related initiatives to meet regulatory standards and deliver on time and at high quality.
Expertise Development: Develop and maintain advanced IPSAS expertise; ensure the team applies public‑sector accounting standards consistently.
People Management: Build, lead, and develop a high‑performing accounting team; set expectations, assign responsibilities, ensure professional development, and manage performance.
Financial Management: Lead the Accounting Service in maintaining NATO’s financial integrity, driving efficiency through process automation and stakeholder collaboration, and ensuring all budgetary commitments comply with NATO Financial Regulations.
Perform any other related duty as assigned.
Essential Qualifications
University degree in economics, accounting, business administration, public administration, finance, management or a related discipline.
Professional accounting certification issued by a recognised chartered institute of accountants.
At least 8 years of relevant experience in an international organisation, government or commercial accounting, including team management.
Proven experience with sophisticated ERP systems such as Oracle e-Business Suite or SAP.
Language proficiency: Advanced (Level V) in one of NATO’s official languages (English or French); Upper‑Intermediate (Level IV) in the other.
Desirable Qualifications
Experience in policy review and development.
Familiarity with the organisation and operation of NATO.
Knowledge and experience of IPSAS, IFRS or equivalent accounting standards.

Employment Details
Location: Belgium, Brussels
Contract: Definite‑duration contract of three years, with possible renewal for up to three further years and potential conversion to an indefinite‑duration contract. Maximum period of service: six years.
Security and Medical Requirements
The appointment will be subject to receipt of a security clearance (provided by the national authorities), approval of the medical file by the NATO Medical Adviser, verification of studies and work experience, and successful completion of the accreditation and notification process by the relevant authorities.
