Ph3Position /h3 pbPolicy Officer Safeguards (contract agent FGIV) /b – Article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS). /p h3Location /h3 pEEAS Headquarters, Brussels, Belgium (Post available immediately). /p h3Responsibilities Functions /h3 ul liContribute to the preparation of drafting arrangements between the High Representative and beneficiary countries and organise documentation of items delivered under the EPF. /li liExchange with relevant services in the EEAS, the European Commission, the European Council, EU Member States, implementing actors of EPF assistance measures and other stakeholders on deliveries of military equipment under the EPF. /li liProvide support in investigating any possible unintended use of equipment delivered under the EPF. /li liParticipate in post‑delivery controls and monitoring of the use of EPF‑donated equipment in beneficiary countries. /li liManage data related to the provision of equipment, notably: ul liReporting on items delivered under the EPF upon request. /li liPreparing and analysing annual and occasional beneficiary reports. /li liSupporting on‑site visits and responding to requests on EPF‑donated equipment. /li /ul /li liAttend meetings of relevant Council working parties. /li liEngage with civil society and international humanitarian organisations. /li /ul h3Eligibility Criteria /h3 ul liPassed a valid EPSO CAST in FG‑IV or registered in the EPSO Permanent CAST for FG‑IV; in the latter case, successful passage of the CAST exam is required. /li liCompleted university studies of at least three years, attested by a diploma. /li liCapacity to conduct work in English and French. /li liNationality of one of the Member States of the European Union and enjoyment of full rights as a citizen. /li /ul h3Selection Criteria /h3 ul liAbility to maintain diplomatic relations and ensure representation in a complex, multicultural environment. /li liCapacity to create constructive working relations with national authorities, international organisations and EU Member States. /li liStrong drafting and analytical skills combined with sound judgement. /li liKnowledge of external relations, internal policies and functioning of the Union. /li liStrong IT skills and experience in data management. /li liExcellent communication skills and ability to establish and maintain a network of contacts both within and outside the EEAS. /li liGood organisational skills and capacity to work under pressure and with tight deadlines. /li liAbility to communicate clearly on complex issues and perform a diversity of tasks with accuracy and flexibility. /li liStrong service attitude and flexible teamwork. /li liWillingness to travel, including to unsecure areas. /li liExperience working in a multidisciplinary and multicultural environment. /li liExperience working with or within other EU institutions. /li liGood knowledge of arms export control, military equipment and defence industry matters. /li /ul h3Required Clearances Security /h3 ul liMedical clearance: signature of the contract subject to prior favourable opinion of the Medical Service. /li liPersonnel Security Clearance (PSC) required: SECRET UE/EU SECRET.
