About The Company

Bell Ambulance is a progressive, client-oriented company devoted to providing high-quality emergency and non-emergency medical services. Bell Ambulance has operated since 1977 and has grown into the largest ambulance service provider in Wisconsin. We are a certified and contracted provider in the City of Milwaukee 911 system. We receive more than 120,000 calls per year and operate 14 locations in southeastern Milwaukee. We provide BLS, ALS, and Critical Care services, and we currently employ more than 700 people.


About The Role

The Human Resources Manager will oversee a wide range of Human Resources functions to support the organization’s growth and operational excellence. This role is pivotal in managing the recruitment and onboarding processes, ensuring effective performance management, administering employee leave programs, and fostering positive employee relations. The HR Manager will also be responsible for policy administration, compliance, and partnering with leadership to develop strategies that promote a productive and compliant workplace environment. This position requires a strategic thinker with excellent interpersonal skills, capable of handling sensitive information with discretion while driving HR initiatives aligned with the company's mission and values.


Qualifications

* Bachelor's Degree in Human Resources, Business Management, or a related field.
* Minimum of 5+ years of experience in a similar HR leadership role.
* Proven ability to maintain strict confidentiality regarding company and employee data.
* Proficiency in managing data within HRIS systems and Applicant Tracking Systems.
* Strong interpersonal skills with the capacity to handle sensitive information with empathy.


Responsibilities

* Manage the full-cycle recruitment process for EMTs, Paramedics, Dispatchers, Fleet, Facilities, and all administrative support roles, including candidate screening, interviewing, background checks, pre‑employment screening, and onboarding/orientation.
* Partner with the recruiting team and leadership to identify innovative recruitment strategies that overcome industry limitations and attract top talent.
* Serve as the primary point of contact for employee concerns, issues, and disciplinary matters, ensuring fair and consistent resolution.
* Conduct thorough investigations into employee complaints, ensuring impartiality and adherence to company policies, and escalating issues to upper management when necessary.
* Provide coaching and guidance to leadership on performance management, corrective actions, and employee development initiatives.
* Administer employee leave programs, acting as the primary contact for leave‑related inquiries and developing return‑to‑work strategies for employees with job‑specific restrictions.
* Coordinate with leave administration vendors to ensure data accuracy and partner with payroll to update Short‑Term Disability (STD) information as needed.
* Collaborate with leadership to drive the Performance Review process, ensuring timely completion of monthly, quarterly, and annual reviews.
* Work with leadership and employees to establish realistic, measurable, and achievable goals aligned with organizational objectives.
* Identify gaps or outdated practices within organizational policies, working with the internal HR team to update and maintain the Employee Handbook as a current and compliant document.
* Monitor legislative changes affecting employment law and ensure internal policies are updated accordingly to mitigate risks and prevent workplace grievances.
