About the Department
The Purchasing & Transportation (P&T) department manages strategic and operational procurement for the company's CAPEX projects. The team is responsible for sourcing strategies, supplier management, contract negotiations, governance, risk mitigation, and collaboration with Engineering & Project Management.
Role Overview
The client is launching a significant portfolio of CAPEX projects (from €1M to €20M) at its sites.
The Project Procurement Manager (PPM) will own all procurement activities for assigned projects, ensuring full compliance with CAPEX procurement procedures and delivering on HSE, quality, cost, and schedule targets.
You will work in close partnership with Project Managers, Category Leads, CAPEX buyers, and EPCm partners.
Key Responsibilities
* Lead and secure compliance with CAPEX procurement procedures.
* Define procurement strategies at key stage gates (SG2 for LLI / SG3 for full procurement scope).
* Align and agree the procurement strategy with the Project Manager and internal stakeholders.
* Present procurement strategies to management, project governance bodies, and SteerCos.
* Collaborate with Category Leads and ensure proper use of procurement tools, standards, and processes.
* Mobilize and supervise EPCm procurement teams where applicable.
* Manage critical expediting, claims, risks, and vendor/contractor performance.
* Ensure delivery on schedule, cost, and procurement KPIs; report on variances and risks.
* Oversee need-to-pay processes and project cash flow requirements.
* Document all award decisions in line with corporate guidelines.
* Drive robust commercial processes, including competitive bidding and negotiations.
* Support internal and external audits.
* Manage and monitor onsite vendors & contractors, identifying risks and mitigation actions.
Technical Requirements
* Bachelor’s/Master’s in Engineering, Economics, or equivalent.
* 7+ years experience in (project) procurement.
* 2+ years CAPEX project procurement experience.
* Proven track record managing multiple CAPEX projects.
* Industrial environment procurement experience.
* Strong negotiation and contract management skills.
* Stakeholder management and change management experience.
* Proficiency in MS Office; knowledge of EPCm contracting is an asset.
