Within NATO's International Staff (IS), the NHR Office is comprised of five pillars: Talent Management; HR Services; NATO-wide HR Policy and Strategy Coordination; Organisational Design and Development; and HR Digital Services. The Head, Compensation and Benefits provides expertise, consultancy and support related to pensions, pay and allowances, contracts, and privileges and immunities, ensuring high‑quality HR service delivery. The incumbent guarantees compliance with the NATO-wide HR framework while anticipating and responding to changing needs in Compensation and Benefits. The incumbent leads the Pensions & Pay & Allowances teams and deputises for the Head, HR Services in their absence.
Qualifications and Experience

University degree or equivalent in human resources management, business administration, economics, statistics or related field.
At least 7 years of progressively responsible experience managing pension schemes and pay and allowances frameworks.
Experience supporting the development, implementation, and oversight of HR policies and change programmes.
Experience managing or leading teams.
Proficiency in English (Advanced) and French (Intermediate) or vice‑versa.
Graduate degree (Masters or Ph.D.) – advantage.
Experience interpreting contracts, personnel regulations or similar legal texts – advantage.
Experience analysing financial statements, payroll or pension calculations – advantage.
Accountabilities

Project management: lead design and implementation of strategies, projects and programmes linked to NATO-wide compensation and benefits, including benchmarking and drafting future vision.
Expertise development: ensure programmes and tools are effective, cost‑efficient and aligned with mission; provide expert advice; collaborate with peers; support contract management; assist Head, HR Services with annual reports.
People management: motivate and manage teams of Pensions and Pay & Allowances; provide mentoring, coaching, training, performance feedback.
Knowledge management: draft memoranda, office notices; provide financial inputs for audits; build internal knowledge repositories; ensure data accuracy and integrity.
Additional duties as assigned.
Travel may be required; work beyond normal hours occasionally.
Reporting and Interrelations

Reports directly to the Head, HR Services. Collaborates with stakeholders across the Organisation regarding pension and payroll issues and with other international organisations as required. Direct reports: 4; Indirect reports: 15.

Contract

Definite‑duration contract for three years, renewable for up to three additional years. Applicant may apply for conversion to an indefinite‑duration contract during renewal (no later than one year before contract end). Seconded staff have similar terms. Appointment is subject to security clearance, medical file approval, verification of studies and work experience, and accreditation procedures.
