Senior Supply Chain Transformation Consultant – TOM & Operating Model Optimization
Client Environment: Our client is a large Belgian infrastructure organization operating in an asset-intensive environment and managing critical national infrastructure.
As part of a major strategic transformation program, the organization is redesigning its operating model, processes, governance, ways of working, and culture. A dedicated Transformation Office has been established to support this effort.
We are seeking an experienced Supply Chain Transformation Consultant to strengthen the Transformation Office and lead the consolidation, formalization, and optimization of the Target Operating Model (TOM).
Role Overview
The consultant will translate existing strategic concepts, business plans, and transformation initiatives into a clear, practical, and widely understood Target Operating Model (TOM) for the Supply Chain organization. The primary objective is to create a common reference framework that aligns all stakeholders around a single end‑to‑end supply chain vision, operating principles, governance model, and service delivery approach. Reporting to the Head of the Transformation Office, the consultant will work closely with senior management, process improvement teams, and key business stakeholders to ensure the TOM is operational, actionable, and sustainable.

End‑to‑End Supply Chain AlignmentDocument end‑to‑end supply chain flows.Translate the TOM into a high‑level end‑to‑end process framework. Identify key responsibilities, interfaces, and handoffs across the value chain. Define the logistics architecture and key operational roles.
Governance & Stakeholder ManagementFormalize governance principles and supply chain decision‑making structures. Define minimum alignment requirements with internal partners regarding: Inventory levelsSupply conditi
onsOperating principlesShared responsibilityClarify interactions, expectations, and accountability between Supply Chain and its customers and partners.
Transformation EnablementIdentify and integrate critical enablers required to support TOM implementationHighlight organizational, process, capability, and resource requirementsEnsure transformation recommendations are practical, sustainable, and implementable. Promote adoption of the TOM across the organization.
Collaboration & Knowledge TransferPartner with senior leadership to capture strategic direction and prioriti. Work closely with the End‑to‑End Process Improvement team to ensure consistency between operating model and process design. Support knowledge transfer and capability building within the Transformation Office. Facilitate workshops, working sessions, and stakeholder alignment activities.

Required Experience

Supply Chain Expert: Minimum 15 years of Supply Chain exper
ce. Extensive experience across multiple supply chain domains, including procurement, inventory management, logistics, planning, operations, and supply chain governan
ce.Strong understanding of end-to-end supply chain operating mode
Target Operating Model Experience: Proven experience designing, defining, and implementing Target Operating Models (TOM). Demonstrated success delivering at least one complete TOM program from definition through final implementation and handov
er.Ability to translate strategic concepts into practical operating framework.
Transformation & Change Management Experience: Supporting large‑scale organizational transformatio
ns.Strong change management background. Ability to drive stakeholder alignment and adoption during periods of chan

Project & Program Management: Minimum 10 years of experience managing complex, multi‑stakeholder projects and programs. Experience with project governance, planning, execution, risk management, and reporti
