Position
Policy Officer Safeguards (contract agent FGIV) – Article 3b of the Conditions of Employment of Other Servants of the European Union (CEOS).
Location
EEAS Headquarters, Brussels, Belgium (Post available immediately).
Responsibilities & Functions
Contribute to the preparation of drafting arrangements between the High Representative and beneficiary countries and organise documentation of items delivered under the EPF.
Exchange with relevant services in the EEAS, the European Commission, the European Council, EU Member States, implementing actors of EPF assistance measures and other stakeholders on deliveries of military equipment under the EPF.
Provide support in investigating any possible unintended use of equipment delivered under the EPF.
Participate in post‑delivery controls and monitoring of the use of EPF‑donated equipment in beneficiary countries.
Manage data related to the provision of equipment, notably:
Reporting on items delivered under the EPF upon request.
Preparing and analysing annual and occasional beneficiary reports.
Supporting on‑site visits and responding to requests on EPF‑donated equipment.
Attend meetings of relevant Council working parties.
Engage with civil society and international humanitarian organisations.
Eligibility Criteria
Passed a valid EPSO CAST in FG‑IV or registered in the EPSO Permanent CAST for FG‑IV; in the latter case, successful passage of the CAST exam is required.
Completed university studies of at least three years, attested by a diploma.
Capacity to conduct work in English and French.
Nationality of one of the Member States of the European Union and enjoyment of full rights as a citizen.

Capacity to create constructive working relations with national authorities, international organisations and EU Member States.
Strong drafting and analytical skills combined with sound judgement.
Knowledge of external relations, internal policies and functioning of the Union.
Strong IT skills and experience in data management.
Excellent communication skills and ability to establish and maintain a network of contacts both within and outside the EEAS.
Good organisational skills and capacity to work under pressure and with tight deadlines.
Ability to communicate clearly on complex issues and perform a diversity of tasks with accuracy and flexibility.
Strong service attitude and flexible teamwork.
Willingness to travel, including to unsecure areas.
Experience working in a multidisciplinary and multicultural environment.
Experience working with or within other EU institutions.
Good knowledge of arms export control, military equipment and defence industry matters.
Required Clearances & Security
Medical clearance: signature of the contract subject to prior favourable opinion of the Medical Service.
Personnel Security Clearance (PSC) required: SECRET UE/EU SECRET. The candidate must hold or be able to obtain a valid PSC issued by the competent authority.
