Party Chief is UTEC's senior onboard representative and must ensure that all work is conducted in the best interests of UTEC and the Client. They are responsible for the safe, efficient and timely conduct of the project and for the assurance of quality. On site, they shall liaise closely with the Client Representative and Ship's Master and shall manage the day-to-day work program, subject only to direct instruction from or through the Project Manager and, in matters of vessel safety and discipline, the Ship's Master. It is the Party Chief's role to supervise those members of the survey team for whom they are responsible from the standpoint of technical and personal management. The Party Chief shall work closely with the vessel's Master in the event of an emergency or condition requiring shore assistance. The Party Chief shall oversee each use of the current UTEC field reference manuals and standard forms ensuring that, upon demobilisation, a copy of any proposed revisions/corrections is saved to file and hard copy returned to the UTEC office within the project file.
The role is based offshore and will require travel to support UTEC operations; periods of onshore support may also be required working either remotely or from UTEC offices/workshops. The successful candidates will be based in Brazil.
Duties
* On appointment to the field project, the Party Chief shall manage mobilisation in accordance with the Mobilisation Procedure (SOP-001)
* Immediately prior to first sailing, the Party Chief shall email the Project Manager all check lists duly signed and completed to date
* Ensure that all survey parameters have been checked before the commencement of fieldwork
* Ensure that all survey systems are in place for the contract and that all pre-sailing checks are carried out and documented
* Ensure the Survey Event Log Book is comprehensively maintained by the Surveyors
* Maintain a Rental Equipment list and return to office with Project Site file both hard & electronic
* Initiate and close out NCR (non-conformance reports)
* Submit requests for consumables/spares and ensure that the onboard Spares Master Register (on Excel) is maintained up to date
* The Party Chief shall email signed checklists upon demobilisation
* Document any contractual variations and concessions
* The Party Chief shall ensure that all data recorded is properly labelled, stored and logged and can be accounted for at all times especially when being prepared for transit. Depending on the nature of the project, much of this work will be performed by others, including the QC Geophysicist, but the Party Chief must ensure there are no 'gaps' in the system as (s)he bears overall responsibility.
* On completion of mobilisation alongside and of all harbour checks and calibrations, the Party Chief shall compile his/her checklist with those of the Senior Surveyor, the QC Geophysicist and the Engineer-in-Charge and after signature, shall send all checklists to the UTEC Operations Manager. Similarly, after signature upon completion of demobilisation, these documents shall be sent to the UTEC Operations Manager
* The Party Chief shall always be alert to the impact the deployment of survey sensors might have upon the vessel's ability to manoeuvre. Similarly, they shall be aware of the vessel's working location with particular regard to the proximity of structures and other vessels
* Complete Final Survey Report as per UTEC approved format
* Undertake field personnel assessments fairly, reflecting individual strengths and weaknesses and recommending training as appropriate and submit to the Operations Manager ashore upon the departure of any crew member or upon the occasion of his/her being relieved
* Fully brief all members of survey crew and key members of the ship's crew. Party Chief shall ensure that a Briefing Meeting is conducted, and a list maintained and signed by all attendees and retained in the project file (FRF-013)
* Preparation and presentation of safety meetings at project start-up and ongoing toolbox meetings with marine and survey watch operators before deploying equipment or other potentially hazardous operations. Special emphasis is to be given to assist the Master and Safety Officer in promoting safe working practices
Required
* Bilingual in Portuguese and English, strongly preferred
* Education in Geomatics, Surveying Science
* Relevant industry experience or military/academic experience in survey related discipline, including relevant management experience
* Satisfactory completion of competence criteria for Senior Surveyor, Senior Survey Engineer, Senior Geophysicist or Senior Data Processor
* Nominally 48 months' experience, including 400 operational days offshore as Senior Surveyor, Senior Survey Engineer, Senior Geophysicist or Senior Data Processor
